Miliband: Russia ends 'post Cold war calm' over Georgian states

Foreign Secretary David Miliband says Russia's recognition of Georgia's breakaway states is a moment of real significance.
Speaking in Ukraine today Miliband said the Russian president has a big responsibility not to start a new Cold War and advocated raising the costs to Russia for disregarding its responsibility.
But what options are really open to the west to influence him?
